It seems the regulation about poles being longer than one meter was relaxed for priests (others were forced by police on the day to snap their's down to size). The saint in the banner is Francis of Assisi, a saint of the Christian church associated with nature always depicted outdoors with birds and animals sitting peacefully near him.
