geography categories locked down

you will see that the geography category list is no longer free tagging.
This will serve purposes:
- gives admins a chance to clean it up
- perhaps make people aware that they were typing topics into the wrong field
There is also a bug somewhere that added a whole heap of question marks ??????
anyhow, if you got a new geographic location that isn't in the list, put it in the topics, an admin will/should/might move it over to the geography section. although, that will take work ...if there is anyone that wants to help out keeping the information architecture in top shape then sign up to the email list and say hi....
