Dr Peter Dodwell Exits HealthQuest, the N.S.W. Government Medical Office
DrPeter Dodwell, New Zealand-born doctor, aviation medicine specialist and alleged 'public health' specialist, departed from HealthQuest two weeks ago.
HealthQuest is the notorious N.S.W. Government Medical Office, now a 'statutory body', which has been known to have seriously breached the International Covenant on Civil and Political Rights and has been reported to Amnesty International in London on a number of occasions.
Under the previous Directors, Dr Helen Jagger and Dr Helia Gapper, in particular, HealthQuest was well known to have been involved in Soviet-style psychiatry, whereby N.S.W. public servants who were dissenters or whistleblowers were 'certified insane'. Once HealthQuest had provided a 'certificate of insanity' (known by some as a fake retirement certificate), government departments were able to dismiss the whistleblower and there was no proper avenue ofappeal.
Some have said Dr Peter Dodwell was a worthy successor of Drs Jagger and Gapper.
Indeed, he was recently investigated by former Deputy Police Commissioner David Madden following complaints of inappropriate communications with government departments and attempting to send new applicants for employment who were known activists in former years to unnecessary psychiatric appointments. One former whistleblower claims to have been tortured and this incident was documented on U.K. Indymedia due to threats by government solicitors in N.S.W. who have been very enthusiastic in their attempts to silence dissent.
The N.S.W. Labor Party has recently been involved in a number of scandals involving bribes. Activists have for years accused HealthQuest doctors of accepting bribes, disguised as payments for service, in exchange for 'certification' of troublesome workers. It is thought the N.S.W. government is close to collapse, as public hospital and transport systems disintegrate, so perhaps the cleaning up of HealthQuest is some kind of attempt to leave a clean slate when the Labor Party takes its final curtain call.
History will no doubt judge this tyrannical and oppressive government and the various organizations that spring from it including the N.S.W. Teachers Federation and the Public Service Association, over which the LaborParty has a stranglehold. Perhaps at some point Dr Peter Dodwell would like to reveal the true conditions of his appointment, and just what it was stated was required of him by the Labor Government. It is my belief that one of the requirements of the job has been, over the years, the willingness to practise political psychiatry. Dr Dodwell may redeem himself in the future by telling the world the truth.

It is certainly good news to hear that at least Dodwell has been made accountable for his unprofessional conduct - although it is the whole Healthquest process that needs to be put on notice - the system is corrupt and is not utilised for the purpose of assisting any employee - it actually backs the govt department for a fee for service to get rid of the employee that either has exposed and spoken out about abuse, corruption or has had a worker's compensation claim - how can the NSW govt be so corrupt - to have laws in place to safeguard bullying, discrimination, harassment in the workplace - OH&S and Protective Disclosures Act only to abuse and ignore the law.
If anyone can confirm Dodwell's exit from Healthquest it would be worth hearing about - is it official and what was the outcome of the investigations against him. Where is Dodwell now - does he still have a license to practice medicine and what has the HCCC done about all of this.

Yes, all those who have been victims of HealthQuest in the past couple of years can be assured that he is no longer employed there. However, he denies any wrongdoing and is seeking legal advice. No doubt he will appeal his dismissal. It was the HCCC who recommended that HQ employ an independent investigator. So, at last, they actually did something. We know there are hundreds of HQ complaints on record at the HCCC but they brush you off, letting you think you are the only complainant. Yes he is still licensed to practice in Australia at this stage. He is licenced in New Zealand also. We will have to wait and see what happens. This is going to have far-reaching implications including for those currently before the courts regarding unfair dismissal or discrimination via HQ. And of course there are those who have perversely been certified fit for work, when in fact, they are very sick. I know of a case only a few weeks ago where a government employee's doctor recommended they should work only three days per week due to chronic illness but HQ stated they were fit for five days. The person now has to weigh up whether to resign from their position. This was probably the outcome the government department wanted.

A few questions if anyone knows anything about Dodwell -
How does this help other victims associated with the same process - is it possible that Dodwell can be charged under the Crimes Act and how can this be made possible if this is so?
Does anyone really know what Dodwell's expertise was - we understand that he was an aviation medical expert - in what sense was he an expert - it appears he may have been operating under the same circumstances as he has done for years at healthquest - he may have been destroying the lives of pilots and getting away with it and the reason why he was able to work well with the govt departments who sought a specific outcome. How on earth does an aviation medical expert end up at Healthquest? It all sounds quite bizarre. Does it mean Dodwell also knew everything about planes and was a pilot himself?
What is Dodwell an expert in and what is he doing now apart worrying about his appeal - something he should not be concerned about - remember it's only a job - what has Dodwell got to lose in all of this - isn't it funny when the tide turns - he should just move on and not worry anything - not that he really can considering he has destroyed so many innocent workers before he was eventually found out - generally this is what happens - the truth is revealed!
The other matter is that you have CEO's appointed to Healthquest - should they not have a medical background and if not why not if this is supposed to be a "Professional and Independent" medical outfit that is able to terminate someone's employment without ever having set eyes on the person in the first instance!

Answering your last question first: should CEOs not have a medical background? Of course, if this was a true medical organization. But it isn't. The sinister reality is that HealthQuest is a political organization and is there to threaten and intimidate would-be public service whistleblowers who know that if they dare to speak up about wrongdoing in the public service, they can be 'certified insane' and incapable of working, and then 'medically retired' by force.
Can he be charged? Police are currently looking into it: but I don't think so. The NSW government has introduced many new regulations over the years to protect HealthQuest doctors so they can practise their political medicine with impunity.
Dodwell, like Helia Gapper before him, he would have had a certificate in public health. His qualifications are listed as:

Does anyone know what regulations the NSW govt have introduced to protect Healthquest and where are these regulations - should they not be public?
The Crimes Act has several categories whereby false and misleading information is a chargeable offence whether it is orally or put in writing.
It would be interesting to know what disagreement he got into in NZ with his former employer - you mention he received compensation - wasn't it just an apology.
Was he appointed on a 457 visa? or is he an Australian citizen?
Retirement Certificate vs Fitness to Work Summary
It appears that the illegal and fake retirement certificates are out once again except they are now called a Fitness to Work Summary - it's like having a corrupt business go down after they have been caught out and then re-open under another name yet they are still responsible and do exactly what they have done previously and be able to get away with it. In appears that the Healthquest letterhead had a major facelift as did the title of this particular document - although it all means the same thing! An excerpt of the information is set out below: -
"On the above date it was determined that, because of a specific health condition, the abovenamed person was unfit to perform the inherent requirements and job demands of the position as a (position withheld) for the current employer. It was further dterminted that this situation is likely to continue for the forseeable future".
This is fraud as it claims the above date - the person involved received two of these certificates after they made reference to this document. The person had been declared fit to return - instead HQ reissued the same document and chose another date - this time the date of the other doctors report which recommended a return to work. At the time of this occurring 2001-11 and 200-58 applied - since that time this has been regurgitated by some review process. It is interesting also that members of the Healthquest board are associated directly with the PSA union.
Not only is this fraudulent the doctor making the decision on the Fitness to Work Summary did not see the person and was able to produce such a document without expertise in that field or knowledge of the person whatsoever except for the unqualified remarks made by the employer in telephone contact and later in writing which provided false and misleading information to Healthquest. Regardless this doctor at Healthquest was able to make a decision which has no evidence to support his Fitness to Work Summary. This doctor who has apparently exited Healthquest recently ignored the reports of other qualified doctors and set out to produce his own "opinion" at the behest of the govt dept.
It should be noted that this case is already public notice and has appeared on the PSA website, wbde and areas of law. However, the PSA website does not report the case and has left out important facts as it claims that Healthquest did not actually see the person and based it on other reports - this information is inaccurate and misleading. The person reporting this is no other than the person who is on the board of Healthquest and also a representative of the PSA union.
Does anyone know if a govt department can take action against anyone publishing factual information as generally employees are bound by a code of ethics. It does not say you are unable to make public comment as long as you are not speaking on behalf of the department or making reference to that the department condones this - in fact it is quite the opposite as is about how a govt dept and Healthquest has been proven by law and is still able to continued to act outside the law and get away with it by continually providing information that is misleading and false.
This is a total abomination of the law and nothing has changed since Healthquest were found to have been acting corruptly in 2000 by ICAC - surely this matter needs to go beyond ICAC - who is running this country and state and allowing for this to continue?
Are there any honest lawyers out there to provide any legal advice on this subject and the fact that why isn't the law being enforced when breaches of the Worker's Compensation Act, the OH&S Act, the Protective Disclosures Act (which is supposed to be in place to protect the whistleblower. Recent information regarding the treatment of Bimla Chand and Gillian Sneddon is evidence enough that this has not occurred no matter how public these cases became it seems to make no difference - what hope does anyone else have when someone like Gillian loses her job and the mainstream media just don't want to assist because their jobs could be on the line).
If these laws are there why are these govt departments able to get away with it for so long? Perhaps our learned friends may be able to answer these questions.
